President Bush 'Greens' the West

With Bush's EPA Clean Air Mercury Rule promising to lower toxic emissions by raising them in the West and his U.S. Geological survey caught lying about water infiltration and climate at the proposed Yucca Mountain nuclear storage site, Americans breathed a 'clear skies' sigh of relief when the President assured them that drilling in the ANWR would yield billions of barrels of oil and reduce U.S. dependency on foreign oil all without harming the environment.

Bush is definitely not inadept at double-speak.

It really just floors me. Pollution is not a zero-sum game. If you reduce the amount per source while increasing the number of sources, you've done no good and maybe done harm. It's the total emissions in to the environment that cause health problems.

Add up all the pollution. Stop your calculations. Dividing by the number of sources is dishonest.
 
Well, yes. And then to have the nerve to call it the "Clear Skies Initiaive" is just proposterous.
